The publication explicated "the technical and non-political activities of the League of Nations, the Permanent Court of International Justice, and the International Labor Organization," describing them with "particular reference to the future by a group of American experts who have participated in them during the past twenty years." The League of Nation's Economic and Financial Section was based at the Institute from 1940 to 1945.
